Requires councils of governments and delegate subregions to consider including climate change factors—including emergency evacuation route capacity, wildfire risk, sea level rise, and other climate impacts—when developing methodologies to allocate regional housing needs to cities and counties, effective January 1, 2025.

Changes the language from "shall include" to "shall consider including" specified factors in housing need allocation methodologies, making climate considerations advisory rather than mandatory.

Applies the same climate change consideration requirements to the Department of Housing and Community Development when distributing regional housing need for cities and counties without a council of governments.

Includes legislative findings stating that housing development and climate change mitigation are compatible goals and should not constrain or limit residential development, and requires consideration of climate impacts of not building enough housing.

Exempts the state from reimbursing local agencies for costs associated with the new requirements under California's Proposition 13 mandates.
