Requires the Office of Emergency Services to collaborate with cities hosting the 2026 FIFA World Cup and prepare for planning, resourcing, management, and delivery of safety and security at potential host sites in Los Angeles and the San Francisco Bay area.

Mandates the Office of Emergency Services to enter into a memorandum of understanding with host cities, host committees, and other necessary parties no later than one year after final selection of host cities, in compliance with the state's Master Mutual Aid Agreement.

Requires consideration of safety measures related to human trafficking, racism, sexism, discrimination, and other safety issues that may arise at national level sporting events.

Establishes ongoing collaboration requirements for the Office of Emergency Services with cities hosting large-scale sporting events to enhance safety and security through memoranda of understanding.

Sections 8594.17 and 8594.18 regarding the 2026 FIFA World Cup are repealed on January 1, 2027; requires reimbursement to local agencies for state-mandated costs per existing statutory procedures.
