Decreases State Public Works Board authority to issue revenue bonds for local jail and criminal justice facilities to $840,445,397, $412,474,000, $420,000,000, and $244,516,000 across four separate programs.

Removes requirements for board approval of individual project allocations and Department of Finance reporting to the Legislature for health care facility improvement projects.
