Prohibits selling plastic products labeled "industrially compostable" unless they meet the applicable ASTM standard specification for aerobic composting in municipal or industrial facilities.

Requires plastic products labeled "compostable" or "home compostable" to have OK compost HOME certification or meet relevant ASTM standards adopted by the department.

Allows exemptions for plastic products meeting alternative standards adopted by the department that are developed by ASTM International or similar standards-setting organizations, if the department determines they will not mislead consumers or impair the environment.

Requires manufacturers and suppliers to provide documentation within 90 days demonstrating compliance with labeling requirements when requested by members of the public.

Addresses consumer confusion about plastic product biodegradability by ensuring products are labeled according to their actual end-of-life standards and preventing misleading "compostable" claims on products that only break down in industrial facilities.
