AB 147 Summary

• Amends the 2021-22 Budget Act by modifying and adding multiple appropriation items across state departments including water resources, public health, social services, corrections, and housing.

• Creates $1.93 billion transfer to California Emergency Relief Fund and $100 million for Office of Emergency Services related to COVID-19 pandemic response.

• Provides $2.24 billion in additional funding across public health programs including $1.62 billion for emergency preparedness, $139-744 million for school testing programs, and allocations for mental health services and disease prevention.

• Authorizes $7.55 million for emergency rental assistance cashflow loans to state and local jurisdictions for eligible households awaiting federal funding through June 30, 2023.

• Increases funding for child care programs by $43.4 million for temporary reimbursement rate supplements to licensed centers and adjusts appropriations for corrections, water resources, developmental services, and social services programs.
