AB 148 - Public Resources Summary

• Oil Spill Prevention Fees: Increases oil spill prevention and administration fees from $0.065 to $0.085 per barrel effective October 1, 2021, and expands the fee to apply to renewable fuels starting January 1, 2022, with annual adjustments based on inflation.

• Renewable Fuel Definitions: Defines "renewable fuel," "renewable fuel production facility," and "renewable fuel receiving facility" and includes renewable fuel within the scope of the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act.

• Energy Infrastructure Safety: Expands the powers and duties of the Office of Energy Infrastructure Safety to conduct investigations, issue notices of defect or violations, and access regulated entity records and property related to wildfire safety and energy infrastructure.

• Water and Wastewater Assistance: Establishes the California Water and Wastewater Arrearage Payment Program to use federal funding to reimburse community water systems and wastewater treatment providers for customer arrearages accrued during the COVID-19 pandemic, with protections against service disconnection through September 30, 2021.

• Additional Provisions: Creates a Climate Smart Agriculture Account, extends beverage container recycling pilot projects, modifies Electric Program Investment Charge procedures, provides state park passes to 4th graders, and authorizes drought relief grants for water and fish/wildlife protection through January 1, 2024.
