Expands protections in Labor Code Section 432.7 to include nonsworn employees of criminal justice agencies, allowing disclosure of arrest/detention information only for violent felonies, serious felonies, and crimes involving dishonesty or obstruction of legal processes.

Amends Penal Code Section 13203 to authorize criminal justice agencies to release arrest or detention information concerning nonsworn criminal justice agency employees or applicants to their governmental agency employers, matching existing protections for peace officers.

Limits disclosable offenses for nonsworn criminal justice employees to positions whose duties relate to evidence collection/analysis or activities described in Penal Code Section 13101, restricting disclosure to specific categories of serious crimes.

Maintains existing restrictions on employers inquiring about arrests not resulting in conviction, dismissed convictions, or diversion program participation, with specific exceptions for peace officers and criminal justice positions.

Preserves criminal justice agencies' ability to release information about arrests that did not result in conviction if the person completed postarrest diversion or deferred entry of judgment programs to governmental agency employers.
