Requires counties to integrate access and functional needs planning into emergency plans, including addressing emergency evacuation, communications, and sheltering for vulnerable populations.

Mandates counties develop plans for movement, storage, acquisition, and deployment of durable medical equipment (wheelchairs, ventilators, oxygen concentrators, feeding pumps, etc.) during emergencies.

Requires counties to coordinate with Mutual Aid and Administrative Regions, the Emergency Medical Services Authority (EMSA), and the State Department of Public Health to establish interregional agreements for durable medical equipment caches.

Authorizes local governments to access contact information from social services departments to enroll residents in emergency warning systems, with requirements for opt-out procedures and confidentiality protections.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to existing statutory procedures for local agency reimbursement.
