Authorizes the Wildlife Conservation Board to name nonvehicular wildlife crossings (underpasses, tunnels, overpasses, etc.) if at least 25% of construction funding comes from state sources.

Extends the Secretary of Transportation's authority to assume federal environmental review responsibilities for railroad, public transit, and multimodal projects until January 1, 2025.

Exempts transit operators from certain fare revenue and efficiency standards through fiscal year 2022-23 if they maintain local funding levels from 2018-19, and requires a report by November 30, 2025 on service impacts.

Establishes the Clean California Local Grant Program and State Beautification Program to provide grants for beautifying and cleaning public spaces, with at least 50% of funds directed to underserved communities and maximum grant awards of $5,000,000.

Authorizes the Department of Motor Vehicles to establish a pilot program for optional digital driver's licenses and identification cards, limited to 0.5% of licensed drivers, with strict privacy and security requirements and mandatory reporting to the Legislature by July 1, 2026.
