Adds definition of "carryover" as unspent adult education program funds from prior fiscal year expressed as a percentage of that year's allocation, certified by September 1.

Authorizes consortia to reduce a member's allocation by no more than the amount of the member's carryover if the consortium makes a majority vote finding that the member has excessive carryover for at least 2 consecutive fiscal years beginning with 2022–23 and has been consistently ineffective in providing services.

Requires consortia with carryover exceeding 20 percent from one or more prior fiscal years to submit a written expenditure plan with corrective actions to the Chancellor and Superintendent.

Mandates the Chancellor and Superintendent provide technical assistance to any consortium with carryover exceeding 20 percent to ensure adequate adult education services are provided to the region in proportion to available funding.

Ensures consortium funding remains dedicated to that consortium's region.
