Authorizes registered nurses licensed in California to be placed in charge of blood collection at blood banks in the absence of a licensed physician and surgeon.

For mobile units, requires the registered nurse in charge to be physically present on premises unless: (1) the nurse is immediately available by teleconference, (2) the mobile unit operates in a location with reliable internet connection, and (3) any blood donor phlebotomist has an active donor phlebotomy technician certificate.

Requires blood banks to annually report all donor adverse events to the State Department of Public Health, including dates, locations, event types, and whether a registered nurse or physician was physically present.

Requires the State Department of Public Health to report to the Legislature by January 1, 2026, comparing donor adverse events between mobile units with on-site registered nurses and those using teleconference supervision.

Makes the mobile unit provisions inoperative on January 1, 2027, subject to legislative review of adverse event data.
