Requires statewide primary and general elections to fill U.S. Senate vacancies, consolidated with the first or second regularly scheduled statewide primary and general elections after the vacancy occurs (148 days or more before the next primary triggers consolidation with first election; less than 148 days triggers second election).

Authorizes the Governor to issue writs of election for special statewide primary and general elections if consolidation dates would occur after the term expires and the Governor determines it is practical to hold elections before expiration.

Requires that when a vacancy election is consolidated with a regularly scheduled election for the succeeding Senate term, candidates for the vacancy must appear immediately after candidates for the succeeding term, and election materials must include notices advising voters the ballot contains both elections.

Requires the County of Los Angeles to list special vacancy elections for State Senate, State Assembly, U.S. House, or U.S. Senate immediately after the regularly scheduled elections for those offices when consolidated on the same ballot, during the three-year alternate ballot order pilot project and thereafter.

Establishes reimbursement procedures for any state-mandated local costs identified by the Commission on State Mandates.
