Increases the minimum fine for violating the State Fireworks Law from $500 to $1,000 and the maximum fine from $1,000 to $5,000.

Increases penalties for possessing less than 25 pounds of dangerous fireworks, raising the minimum fine on second conviction from $1,000 to $2,500 and adding a new third or subsequent conviction penalty of $5,000 to $10,000.

Raises the minimum fine for possessing 25-100 pounds of dangerous fireworks from $1,000 to $2,500.

Makes numerous nonsubstantive grammatical and technical corrections throughout the State Fireworks Law, including updating pronouns and modernizing language.

Excludes licensed wholesalers and permittees from the dangerous fireworks possession penalties when operating within the scope of their valid licenses or permits.
