Extends the authorization for design-build procurement on state highways and regional transportation projects until January 1, 2034 (previously set to expire January 1, 2024)

Requires the Department of Transportation to submit a report to the Legislature by January 1, 2033 on its experience with design-build procurement, including costs, value, and project completion time

Maintains that the Department of Transportation retains responsibility for all construction inspection services on projects on or interfacing with the state highway system, including material testing, quality assurance, and safety compliance

Provides that if any court invalidates provisions of this law, the chapter will be repealed one year after the Department posts notice of the invalidity on its website

Ensures that any design-build contracts executed before the repeal date remain valid and unaffected, regardless of the project stage at the time of repeal
