Authorizes the Department of Motor Vehicles to establish an optional pilot program to evaluate digital or mobile alternatives to traditional driver's licenses and identification cards, limited to 0.5% of licensed drivers and completed by January 1, 2028.

Requires all pilot program participants to receive both physical and digital versions of their driver's license or identification card at no cost to the participant or state.

Mandates security protections including encryption, prohibition on unnecessary data collection (such as location tracking), and requirement that remote access to digital licenses require express real-time consent limited to only information on physical licenses.

Prohibits turning over electronic devices for identity verification from constituting consent to search the device or access other information, and prevents preferential service based on using digital versus physical licenses.

Requires the Department of Motor Vehicles to submit a report to the Legislature by July 1, 2026, reviewing evaluated products and their features, including location-tracking capabilities and security protections.
