Approves memoranda of understanding agreements between the state employer and State Bargaining Units 2, 8, 9, 10, 18, and 19, with provisions requiring expenditure of funds to take effect only upon specific legislative appropriation.

Establishes continuous appropriations for employee compensation and benefits for fiscal years 2022–23 through 2025–26 if budget acts are not enacted by July 1 for State Bargaining Units 2, 8, 9, 13, 18, and 19.

Includes longevity pay in final compensation calculations for Public Employees' Retirement System (PERS) retirement benefits for State Bargaining Unit 18 members, effective upon ratification but no earlier than January 1, 2023.

Adjusts employer and employee contribution rates for retiree health care prefunding for State Bargaining Units 2, 8, and 18 to maintain 50% cost-sharing of actuarially determined normal costs, with a 1% decrease for State Bargaining Unit 8 effective November 1, 2022.

Provides State Bargaining Unit 8 employees of the Department of Forestry and Fire Protection up to one year of paid leave for work-related disability (up to three years for severe burns), and appropriates $298,737,000 for employee compensation across multiple bargaining units.
