Establishes a fuels transportation program administered by the Natural Resources Agency to provide competitive grants or financial incentives for fuels reduction projects in eligible wildland-urban interface communities.

Defines eligible communities as those in state responsibility areas or elevated fire risk zones that are designated "firewise" or have approved community wildfire protection plans and partner with wildfire prevention nonprofits.

Provides tiered grant amounts based on distance to biomass energy facilities: up to $20 per bone dry ton for communities within 20 miles, $25 for 20-30 miles, and $30 for communities over 30 miles away.

Allows the Natural Resources Agency to use Greenhouse Gas Reduction Fund moneys for the program and permits waiving or reducing cost-sharing requirements for projects benefiting disadvantaged or low-income communities.

Exempts program funding and financial assistance guidelines from the Administrative Procedure Act requirements.
