Designates the State Air Resources Board as responsible for regulating vehicular sources of greenhouse gas emissions and each air quality district as responsible for regulating all other stationary sources of greenhouse gas emissions within its jurisdiction.

Requires each district to adopt greenhouse gas emissions limits and emission reduction measures for stationary sources to achieve maximum technologically feasible and cost-effective reductions by December 31, 2030.

Establishes that districts shall monitor compliance and enforce greenhouse gas rules and regulations they adopt, and authorizes districts to impose fees on non-vehicular emission sources to recover implementation costs.

Repeals existing restrictions in Section 38594 that prevented districts from adopting emission reduction rules for carbon dioxide from stationary sources subject to the state board's market-based compliance mechanism.

Provides that no state reimbursement is required because local agencies have authority to levy service charges and fees sufficient to pay for the program.
