Authorizes the Office of Statewide Health Planning and Development to waive seismic safety requirements for Seton Medical Center in Daly City if the facility submits a compliance plan by January 15, 2022, and achieves compliance by July 1, 2023.

Requires Seton Medical Center to submit progress reports to the office on April 1, 2022; July 1, 2022; October 1, 2022; January 1, 2023; and April 1, 2023.

Allows the office to revoke any waiver if Seton Medical Center fails to provide timely progress reports that demonstrate sufficient advancement toward completing the accepted plan.

Makes legislative findings that a special statute is necessary due to Seton Medical Center's unique financial challenges while providing services to underserved and vulnerable populations during the COVID-19 pandemic.
