Expands the definition of "special hospital" under Health and Safety Code Section 1250 to include inpatient or outpatient respiratory care services, in addition to existing dentistry and maternity services.

Special hospitals must have a duly constituted governing body with overall administrative and professional responsibility and an organized medical or dental staff to provide the covered services.

Makes technical, nonsubstantive changes to pronouns in Section 1250, replacing "his or her" with "the individual's" in references to attending physicians and surgeons.
