Authorizes the City of Alhambra's governing body to submit a charter amendment proposal removing all references to the Alhambra Unified School District from the city charter at a special election before the next statewide general election.

Allows the special election to be held on any election date specified in Elections Code Section 1000, bypassing the standard 88-day requirement for charter amendments under Government Code Section 34458.

Establishes that the Alhambra Unified School District must complete its transition to an election system complying with the California Voting Rights Act of 2001 before January 1, 2022.

Declares the act an urgency statute effective immediately due to unique circumstances involving the November 3, 2020, election on Measure G and the district's need to achieve CVRA compliance.
