Mandates warehouse developers provide electrical connections at loading docks for trucks, hold community meetings, and develop written community benefits agreements and construction careers agreements with affected residents.

Requires public agencies to post project information online and mail notices in English and threshold languages to property owners within 3,000 yards and schools within two miles of proposed warehouse sites.

Authorizes the State Air Resources Board to regulate indirect sources and establishes that warehouse regulation is a statewide concern applicable to all cities, including charter cities.
