Requires the Office of Emergency Services to develop state recovery frameworks for California's catastrophic plans, including those for earthquakes, floods, and tsunamis.

Mandates political subdivisions to develop regional recovery frameworks with technical assistance from the Office of Emergency Services, incorporating lessons learned from COVID-19 and other recent major disasters.

Recovery frameworks must address at minimum six recovery support functions: economic recovery, health and social services, infrastructure systems, housing, community planning and capacity building, and natural and cultural resources.

Frameworks must align with Federal Emergency Management Agency guidance and be completed by January 15, 2023.

Office of Emergency Services shall use federal preparedness grant funding to the greatest extent possible to offset state, local, and tribal government costs for developing the frameworks.
