Requires the Office of Emergency Services to establish a statewide donations system for private businesses and nonprofit organizations to donate services, goods, labor, equipment, resources, or facilities for disaster preparedness and response.

Mandates protocols requiring donations to be provided at no cost, safely collected and maintained, comply with federal and state safety laws, and be accessible to governmental entities and nonprofits engaged in emergency response and recovery.

Provides civil liability exemptions to private businesses and nonprofits utilizing the donations system that voluntarily donate without compensation during declared states of emergency, war, or local emergency, or during emergency medical services training programs.

Excludes organizations that discriminate against emergency victims based on protected classifications from liability protections and maintains liability for grossly negligent acts, willful misconduct, or wanton omission.

Takes effect immediately as an urgency statute to expedite public health and safety protections during the ongoing pandemic and future disasters including wildfires, earthquakes, and floods.
