Requires the Office of Emergency Services to submit annual written reports to specified legislative committees, beginning no later than January 15, 2022, detailing federal Hazard Mitigation Grant Program (42 U.S.C. Sec. 5170c) investments and expenditures.

Reports must include overall funding priorities, methodology for determining priorities, descriptions of projects funded over the current and three prior fiscal years, and lists of unfunded project submissions.

Reports must specify the extent to which funds were awarded for post-wildfire mitigation activities including ignition-resistant construction, defensible space measures, hazardous fuels reduction, reforestation, and structural retrofitting.

Reports must document the use of equity metrics in project awards and the Office of Emergency Services' coordination with other state agencies including the Department of Forestry and Fire Protection, California Earthquake Authority, Seismic Safety Commission, and Department of Housing and Community Development.

Takes effect immediately as an urgency statute due to the ongoing threat of catastrophic wildfires, earthquakes, floods, and other hazards in California.
