AB 157 Summary

• Exempts specified financial and proprietary information of the California Infrastructure and Economic Development Bank from public disclosure under the California Public Records Act when related to certain loan programs and economic development financing, with exemption applying to documents received between August 1, 2022 and July 1, 2025.

• Establishes the California Small Agricultural Business Drought Relief Grant Program until January 1, 2025, providing grants up to $100,000 to qualified small agricultural businesses with 100 or fewer employees that experienced at least 10 percent revenue decline due to severe drought, with 20 percent of funds reserved for small and socially disadvantaged farmers.

• Authorizes the Governor's Office of Business and Economic Development to prepare and submit applications for federal regional clean hydrogen hubs funding until July 1, 2025, requiring annual reporting to the Legislature on application status and partnerships.

• Modifies airport customer facility charge provisions by delaying the operative date from January 1, 2023 to January 1, 2024 for when authorization to impose charges ends when bonds are paid, except for Oakland International Airport which may collect charges for up to 10 years.

• Expands the Infill Infrastructure Grant Program to include adaptive reuse projects and establishes a new "catalytic qualifying infill area" category for large catalytic investments accommodating mixed-income housing, requiring the Department of Housing and Community Development to report on funded projects by January 1, 2024.

• Authorizes the Department of General Services to use best value procurement for heavy mobile fleet vehicles and equipment through June 30, 2025, and requires posting a report on its website by March 1, 2024 describing use of this method.

• Requires the Department of Motor Vehicles to annually adjust the maximum fee private industry partners may charge customers for vehicle registration services based on California Consumer Price Index growth.
