Requires the Department of Forestry and Fire Protection to assist local governments (cities, counties, and special districts) in preventing high-intensity wildland fires and implementing fuels management by sharing expertise within budgetary limits.

Mandates the State Coastal Conservancy to include discussion of its Lower Cost Coastal Accommodations Program progress in triennial reports to the Governor and Legislature.

Expands the definition of third-party certification entities for reusable grocery bags to include ISO/IEC 17065 certification bodies in addition to ISO/IEC 17025 accredited laboratories.

Excludes from the definition of "food service packaging" ceramic, porcelain, glass, or nonfoil metal containers that are cleaned and reused, medical products, and specialized devices used at health facilities and residential care facilities for medical or health-related purposes.
