Enacts the Legislature Employer-Employee Relations Act to provide employees of the California Legislature the right to form, join, and participate in employee organizations for representation on wages, hours, and other terms and conditions of employment.

Excludes certain employees from coverage including Members of the Legislature, appointed officers, department or office leaders, and confidential employees with access to management-level information.

Requires the Legislature to meet and confer in good faith with recognized employee organizations, provide reasonable notice of proposed laws or rules affecting employees, and establish procedures for exclusive representation elections through the Public Employment Relations Board.

Prohibits both the Legislature and employee organizations from engaging in unfair labor practices such as discrimination, retaliation, or interference with employee rights, with violations enforceable by the Public Employment Relations Board.

Makes it a misdemeanor to willfully resist, prevent, impede, or interfere with board members or agents performing duties under this chapter, with penalties up to $1,000; becomes operative July 1, 2024.
