Adds sphere of influence determinations to types of proposed changes for which exclusive jurisdiction may vest in a principal county when affecting multiple counties.

Requires local agency formation commissions to provide written notice to affected cities at least 21 days before hearings regarding changes to general plans or zoning for annexed territory during the 2-year post-annexation period.

Revises service extension procedures to require cities and districts to request written approval from the county commission before providing new or extended services outside their jurisdictional boundaries.

Repeals various provisions including special authorizations for Marin, Cupertino, and Santa Cruz jurisdictions; requirements for large city reorganization notices; and Los Angeles County parking lot conveyance authority.

Amends sphere of influence adoption procedures and dissolves inactive district requirements, clarifying that dissolved districts are exempt from specified taxation and jurisdictional change provisions.
