Revises requirements for Infection Preventionists (IP) in skilled nursing facilities to have primary professional training as a licensed nurse, medical technologist, microbiologist, epidemiologist, public health professional, or other health care related field.

Requires IPs to be qualified by education, training, clinical or healthcare experience, or certification, and to have completed specialized training in infection prevention and control.

Extends the deadline for the Department of Health Care Services to adopt regulations relating to health care and managed care programs from July 1, 2020 to January 1, 2023.

Specifies that skilled nursing facilities must have a full-time dedicated IP, with the option for two staff members sharing the role if total time equals one full-time position.

Declares no state reimbursement is required because the bill expands an existing crime, which falls under Section 17556 of the Government Code.
