Amends Section 23827 of the Business and Professions Code to require that a county's economy be dependent on both tourism and continual use of recreational facilities to qualify for the special on-sale general licenses.

Allows the Department of Alcoholic Beverage Control to issue up to 4 additional new original on-sale general licenses for bona fide public eating places in qualifying counties with populations under 7,000 and seating capacity of 100 or more diners.

Prohibits transfer of these licenses from one county to another.

Adds new restriction prohibiting transfer of these licenses to any premises that do not qualify under the provisions of this section.
