Authorize electronic filing of appeals to the Alcoholic Beverage Control Appeals Board and electronic delivery of final orders by the board to parties in appeals.

Change the requirement that the Appeals Board "fix a time and place" for oral argument to instead "schedule a date and time" when a party requests the right to appear.

Expand tied-house restrictions by including distilled spirits wholesalers in the provision prohibiting licensed off-sale retailers from being obligated to purchase or sell alcoholic beverages of entities conducting market research.

Establish that violation of the market research obligations is punishable as a misdemeanor with imprisonment up to six months, fines up to the value of research conducted plus $10,000, or both, and subject to license revocation.
