Establishes the Firearm Industry Responsibility Act, effective July 1, 2023, requiring firearm industry members to establish, implement, and enforce reasonable controls to prevent sales to prohibited persons, straw purchasers, and firearm traffickers.

Prohibits firearm industry members from manufacturing, marketing, or selling firearm-related products that are abnormally dangerous and likely to create unreasonable risk of harm to public health and safety in California, with a presumption applied to products designed for assaultive purposes, designed to convert legal products to illegal ones, or marketed to minors.

Authorizes persons harmed in California, the Attorney General, city attorneys, and county counsel to bring civil actions against firearm industry members for violations of the standard of conduct.

Courts may award injunctive relief, damages, attorney's fees and costs, and other appropriate relief; establishes a rebuttable presumption of failure to implement reasonable controls if the industry member's action created foreseeable risk and could have prevented it.

Provides that intervening criminal acts by third parties do not preclude liability, and does not limit other legal actions or constitutional protections.
