Removes prior requirements for the Department of Veterans Affairs to choose between two specific sites in Orange County and instead requires the department to conduct a general acquisition study in consultation with the Department of General Services to assess feasibility and construction costs for a Southern California Veterans Cemetery in Orange County.

Creates the Southern California Veterans Cemetery Study Donation Fund, allowing local governmental entities and private organizations in Orange County to donate funds for feasibility studies of sites proposed by local governments.

Authorizes the department to conduct studies of locally-proposed sites upon receipt of sufficient donations, with studies to include analysis of cost, legal, logistical, environmental, and fire hazard factors, plus evaluation against federal veterans cemetery requirements.

Requires excess donation funds to be returned to donors upon request or used to reimburse the state for expenditures related to cemetery design, development, and construction.

Takes effect immediately as an urgency statute to enable commencement of design, development, and construction of the cemetery.
