Appropriates $19,300,000,000 from the General Fund to the Employment Development Department to fully repay all advances from the federal unemployment account by September 30, 2022.

Authorizes the Director of Finance to augment the appropriation amount as necessary to cover the full repayment of federal advances as of the repayment date.

Requires any appropriated funds exceeding the amount needed for full repayment to revert to the General Fund on October 15, 2022.

Mandates the Director of Finance report the total amount paid to legislative fiscal committee chairs and the Joint Legislative Budget Committee within 30 days of repayment completion.
