Repeals most provisions of Proposition 47 (the Safe Neighborhoods and Schools Act of 2014), except those related to reducing penalties for possession of concentrated cannabis.

Restores felony penalties for theft crimes by reducing the value threshold for grand theft from $950 to $400, and applies the same $400 threshold to employee/servant theft aggregated over a 12-month period.

Reduces the value threshold for felony charges in elder and dependent adult abuse cases involving theft, embezzlement, forgery, fraud, or identity theft from $950 to $400.

Repeals Penal Code Section 459.5 (the crime of shoplifting created by Proposition 47), Section 490.2 (defining petty theft), and Section 1170.18 (the resentencing petition procedure).

Becomes effective only upon voter approval at the next statewide general election.
