• Exempts firearm safety classes, hunting programs, and sport shooting events from advertising restrictions that prohibit marketing firearms to minors.

• Expands victim compensation eligibility and increases award limits from $35,000 to $100,000 per victim, effective July 1, 2024 if sufficient funding is available.

• Authorizes compensation for crime victims based on law enforcement officer use of force, removing cooperation and involvement barriers for those injured or killed by police.

• Requires law enforcement and prosecutors to provide victims with "Victim Protections and Resources" cards containing information about victim rights, compensation programs, immigration relief, and trauma recovery centers.

• Increases compensation for individuals wrongfully convicted from $140 per day of incarceration to include $70 per day on parole or supervised release, with annual cost-of-living adjustments.
