Establishes the California Commission on the United States Semiquincentennial to plan and coordinate commemorations of the 250th anniversary of the Declaration of Independence and American Revolution in 2026.

Commission composed of 11 members including the State Librarian (chairperson), Deputy State Librarian, State Archivist, one Assembly member, one Senate member, three public members appointed by the Governor, and two public members appointed by legislative leaders.

Commission funded solely through private funds or federal funds deposited into the newly created Semiquincentennial Fund in the State Treasury, with no state appropriation required.

All commission records, files, and memoranda must be deposited with the State Archives before January 1, 2029.

Chapter automatically repeals on January 1, 2029.
