AB 161 Summary

• Amends the Budget Act of 2021 by adjusting appropriations for five state items: Scholarshare Investment Board ($792,000), San Joaquin River Conservancy ($15,000,000), University of California ($4,566,303,000), California Community Colleges Adult Education Program ($566,376,000), and Student Aid Commission ($3,108,166,000).

• Appropriates $243,584,000 from the General Fund to conduct the 2021 gubernatorial recall election, with funds allocated to counties by the Controller and final cost reporting required by February 1, 2022.

• Establishes a $2,500,000,000 contingent General Fund appropriation for environmental and housing initiatives including water resilience ($730,700,000), climate resilience ($440,000,000), wildfire prevention ($258,000,000), and student housing support ($500,000,000).

• Provides $15,000,000 to UC for student nutrition and housing assistance programs, $20,300,000 for student mental health resources, $12,900,000 for medical education programs, and $325,000,000 one-time for deferred maintenance and energy efficiency projects.

• Takes effect immediately as a budget bill requiring majority vote and declares 97 related appropriations bills (AB 130-200, SB 130-200 with specified exclusions) as budget-related legislation.
