Extends eligibility for the Housing Navigation and Maintenance Program to young adults ages 18 to 24 (previously 18 to 21), with priority given to those currently or formerly in foster care.

Renames the housing navigator program to the Housing Navigation and Maintenance Program and extends the maximum time young adults can receive transitional housing services to 36 months (previously 24 months).

Requires the Department of Housing and Community Development to accept a single county board resolution, allocation acceptance form, and standard agreement for agencies participating in both the Transitional Housing Program and Housing Navigation and Maintenance Program, reducing administrative burden.

Mandates training for child welfare social workers and probation officers on available housing resources, including housing navigation, permanent affordable housing, and housing choice vouchers.

Specifies that no state reimbursement is required for increased local costs related to programs funded under the 2011 Realignment Legislation.
