Department of Health Care Services shall establish a pilot program (until January 1, 2027) providing grants to San Bernardino, Riverside, and Orange Counties for public awareness campaigns about opioid antagonist distribution programs.

Grants shall prioritize counties with low participation in naloxone distribution programs, with targeted campaigns focused on high-risk overdose populations and outreach to parents and family members.

Pilot program shall collect data on funding amounts, spending, and naloxone/opioid antagonist units distributed following program implementation.

Department shall submit annual reports to the Legislature on July 1, 2025, and yearly thereafter until July 1, 2027, containing collected program data in compliance with Government Code Section 9795.

Program and associated statutes shall expire on January 1, 2028.
