Amends Section 12303 of the Elections Code to require county elections officials to make publicly available on their internet website a list of precincts with bilingual election officials and the languages they speak, at least 14 days before an election.

Maintains existing requirement that elections officials recruit bilingual staff (fluent in non-English languages and English) in precincts where non-English speakers comprise 3% or more of voting-age residents or where community organizations indicate a need.

Requires bilingual precinct board members to visibly identify the languages they speak (other than English) through name tags, buttons, stickers, or similar mechanisms at polling places.

Mandates county elections officials report to the Secretary of State within 150 days after each statewide general election on the number of bilingual individuals recruited by language, with the Secretary of State posting these reports on its website within 180 days.

Establishes that if the Commission on State Mandates finds the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures under Government Code Section 17500 et seq.
