Requires businesses open to the public that sell goods and have employee restrooms to allow individuals with eligible medical conditions or ostomy devices to use those restrooms during normal business hours if a public restroom is not immediately accessible.

Defines "eligible medical condition" as Crohn's disease, ulcerative colitis, inflammatory bowel disease, irritable bowel syndrome, or other conditions requiring immediate toilet access.

Allows businesses to require reasonable evidence of an eligible medical condition through a signed statement from a physician, nurse practitioner, or physician assistant on a state-developed form.

Establishes civil penalties not exceeding $100 per violation for willful or grossly negligent violations, with no private right of action and no applicability to employees unless contrary to expressed employer policy.

Requires the conditions that three or more employees are present, the facility is not in a changing area, and access would not create obvious health, safety, or security risks.
