Authorizes licensing boards to deny applications based on formal discipline older than 7 years if the discipline involved sexual abuse, misconduct, relations with a patient, or sexual exploitation by a physician and surgeon.

Removes exemptions that previously allowed sex offender registrants to petition for license reinstatement if they had been relieved of their registration duty or had their duty formally terminated.

Requires automatic license revocation for physicians convicted of offenses that would constitute sex offender registration crimes under California Penal Code Section 290, regardless of whether the conviction is appealed.

Prohibits the Medical Board from reinstating licenses of individuals whose certificates were surrendered or revoked due to sexual abuse, misconduct, or exploitation of patients, or who were convicted of sex offender registration offenses involving patients or former patients.

Exempts individuals required to register as sex offenders solely due to misdemeanor indecent exposure convictions under Penal Code Section 314 from the automatic revocation and reinstatement prohibition provisions.
