Authorizes eligible entities including cities, counties, tribes, nonprofits, and schools to establish and participate in regional climate networks to address climate change across jurisdictional boundaries.

Requires the Office of Planning and Research to develop and publish guidelines on establishing regional climate networks and governing boards, with at least 60 days of public review and comment before adoption.

Directs the Office of Planning and Research to provide technical assistance to regions establishing networks, facilitate inter-regional coordination, and encourage inclusion of entities with land use and hazard mitigation planning authority.

Permits regional climate networks to develop adaptation and resilience action plans and engage in activities including research, best practice sharing, grant administration, coordination, and public education on climate risks and solutions.

Requires regional climate networks to comply with the Ralph M. Brown Act, establish governance procedures that incorporate input from vulnerable and under-resourced communities, and apply for federal and state grants.
