Exempts healthy forest and fire prevention programs, prescribed fire projects, and fuel reduction projects from fair and responsible employer standards, inclusive procurement policies, and community workforce agreement requirements under the California Jobs Plan Act of 2021.

Clarifies that the exemption does not excuse applicants from complying with any legal requirements that would apply in the absence of Section 38599.11, including preexisting worker protections.

Applies to Greenhouse Gas Reduction Fund projects that receive the $200,000,000 annual continuous appropriation (fiscal years 2022–23 through 2028–29) allocated to the Department of Forestry and Fire Protection.

Takes effect immediately as an urgency statute to ensure timely delivery of wildfire prevention and suppression funding.
