Amends the Child Care and Development Services Act to require alternative payment programs to reimburse childcare providers based on maximum certified hours of care rather than actual days and hours of attendance.

Adds legislative intent that working families receive equitable access to childcare and that all licensed and exempt providers accepting subsidized childcare vouchers receive set reimbursement rates.

Requires the department to support parent choice and needed access for childcare by basing reimbursement on maximum certified hours of care needed by the family.

Mandates consistent reimbursement payments to any licensed and exempt provider who accepts subsidized childcare vouchers.

Maintains existing requirements for monthly attendance records signed by parents and providers under penalty of perjury, but eliminates the need for contractors to track child absences for reimbursement purposes.
