Adds June 19, known as "Juneteenth," as a state holiday in California effective immediately.

Clarifies that federal holidays created by presidential legislation are considered days appointed by the President for purposes of school and community college closures.

Authorizes state employees to elect to take paid time off in recognition of Juneteenth, Genocide Remembrance Day (April 24), or Native American Day (fourth Friday in September) in lieu of personal holiday credit.

Updates Education Code sections to ensure public schools, community colleges, and their classified employees receive paid holidays for Juneteenth and other newly recognized observances.

Includes conditional operative clauses coordinating with Assembly Bills 1801 and 2596 to prevent conflicting amendments to the same statutes.
