Amends the oil spill reporting requirement in Government Code Section 8670.25.5 to define "threatened discharge of oil in waters of the state" as a discharge by an offshore facility, including offshore pipelines, located where an oil spill may impact state waters.

Establishes a presumption that an offshore facility is located where an oil spill may impact state waters if any portion of an offshore pipeline servicing the facility transports oil to, from, or through state waters, or if the facility itself transports oil to, from, or through state waters.

Requires any party responsible for a discharge or threatened discharge of oil in state waters to report immediately to the Office of Emergency Services, without regard to intent or negligence.

Expands the scope of existing oil spill reporting requirements to encompass offshore facilities and pipelines with connections to state waters, which constitutes a state-mandated local program under California law.
