Amends Government Code Section 8670.35 to require oil spill elements of area plans be consistent with the area contingency plan in addition to existing requirements (local coastal program, California oil spill contingency plan, and National Contingency Plan)

Directs the Office of Spill Prevention and Response administrator to promulgate regulations regarding adequacy of oil spill elements in area plans, consulting with the Oil Spill Technical Advisory Committee

Authorizes the administrator to offer grants to unified program agencies with jurisdiction over or adjacent to state waters to complete, update, or revise oil spill elements of area plans

Requires oil spill elements to include provisions for training fire and police personnel in oil spill response and cleanup equipment use and operations

Establishes legislative intent to encourage local jurisdictions to develop local oil spill response plans and provide funding to Native American tribal governments, counties, cities, and special districts for oil spill response equipment
